Russia and China toasted to their “no limit friendship” on Tuesday during a Kremlin meeting filled with pledges of expanding ties amid the fighting in Ukraine. After hosting Chinese leader Xi Jinping for a private dinner for 4 1/2 hours the previous night, Russian President Vladimir Putin greeted him for official talks involving top officials from both countries in the old imperial palace. During an extended meeting, Putin said he and Xi had a "meaningful and sincere exchange on perspectives of further development of Russia-China ties and on strengthening cooperation on the world stage." Xi's three-day visit to Russia offers a strong political boost to Putin just days after the International Criminal Court issued an arrest warrant for the Russian leader on charges of involvement in abductions of thousands of children from Ukraine. The Russian and Chinese leaders signed a new strategic partnership between their countries and called for a diplomatic solution to Moscow’s war against Ukraine, but Putin said he sees no indication that the Kyiv government and its Western allies are ready for peace talks. After two days of talks with Xi at the Kremlin, Putin accused the United States and Western countries of fighting “to the last Ukrainian” but praised what he said was China’s “neutral position” on the war. China’s Foreign Ministry said in a statement that Beijing and Moscow believe that the United Nations Charter “must be observed and international law must be respected,” but made no demand that Russia withdraw its troops from Ukraine or honor Ukraine’s internationally recognized borders. The United States is providing $350 million in U.S. equipment and ammunition in its latest aid package for Ukraine, as European Union foreign and defense ministers meet Monday in Brussels to finalize a plan to supply Ukraine with ammunition while replenishing their own ammunition stocks. Secretary of State Antony Blinken announced the 34th presidential drawdown of U.S. military weapons stocks for Ukraine on Monday. Three military officials tell VOA the package includes more surface-to-surface Guided Multiple Launch Rocket System (GMLRS) rockets to use in Ukraine’s High Mobility Artillery Rocket System (HIMARS), more 155mm ammunition for Howitzers and additional 25mm rounds. Blinken said the package also includes more ammunition for Bradley Infantry Fighting Vehicles, HARM missiles, anti-tank weapons and riverine boats. “Russia alone could end its war today. Until Russia does, we will stand united with Ukraine for as long as it takes,” Blinken said. Russian President Vladimir Putin made a surprise visit to the Russian-occupied Ukrainian port city of Mariupol after a stopover in the Crimean Peninsula to mark the ninth anniversary of Moscow’s illegal annexation of the territory in 2014. The Russian leader arrived late Saturday in Mariupol, Kremlin spokesman Dmitry Peskov said, with video footage showing Putin chatting with residents after earlier visiting an art school and a children’s center in Crimea. The visits came after the International Criminal Court Friday issued a warrant for Putin’s arrest on war crimes charges for Russia’s seizure of Ukrainian children during the midst of its 13-month invasion. Putin has not commented on the charges and the Kremlin has called the allegations “legally null and void.” Ukrainian President Volodymyr Zelenskyy has demanded Russia’s withdrawal from Crimea and all areas it has occupied in the eastern regions of Ukraine, but the ground war in Ukraine’s eastern regions has to a large degree stalemated, with neither side gaining much territory. Putin’s visit to war-torn Ukraine was his first since the February 2022 invasion. Numerous Western leaders supporting Ukraine, including U.S. President Joe Biden, have visited Kyiv, the Ukrainian capital that Putin tried — and failed — to capture in the earliest weeks of the war. Mariupol was one of the centers of fighting in the first months of the war, although when Russia took full control last May, only about 100,000 residents remained of the city’s prewar population of 450,000. Mariupol's plight first drew the world’s attention with a Russian airstrike on a maternity hospital March 9, 2022, less than two weeks after Russian troops moved into Ukraine. The US Air Force released this video of two Russian Su-27 aircraft dumping fuel and colliding with a US unmanned MQ-9 drone operating in international airspace over the Black Sea on March 14, 2023. The U.S. military released a video Thursday of a Russian military intercept that resulted in the downing of a U.S. surveillance drone Tuesday over the Black Sea. The video shows a Russian Sukhoi Su-27 dumping fuel as it approaches the U.S. MQ-9 drone from behind and passes over the top. A second Sukhoi Su-27 approaches in a similar manner, and as it reaches the drone, the video feed is disrupted at the moment the U.S. military says the Russian fighter aircraft collided with the drone. A final shot shows the video feed restored and that one of the drone’s propellor blades has been bent. At last count, twenty-one percent of foreign students at American colleges and universities were studying business and management. The Institute of International Education in New York says engineering is the second most popular field, in case you were wondering.Thomas Cosse is a professor of marketing and business at the University of Richmond in Virginia. He says international students who want to study business need to have good English skills and not just to study at his school.But the world has more non-native speakers of English than native speakers. As a result, Americans working with foreign companies may need to learn some new English skills themselves. At the University of Richmond, teams of graduate students work with companies seeking to enter the American market. The students learn about writing market entry studies. The reports are written in English. But Professor Cosse tells his students to consider who will read them.He said his students have to write the report so that it can be understood by someone who is an English speaker but not a native English speaker. For example, he tells his students to avoid jargon and other specialized terms that people might not know in their own language. This can be good advice even when writing for other native speakers. But effective communication involves more than just words. Kay Westerfield is director of the international business communication program at the University of Oregon. She says you must have the language skills as well as cultural intelligence. Cultural intelligence means the need to consider local behaviors in everything from simple handshakes to speaking to large groups. Still, Kay Westerfield says the ability of foreign workers to speak English is becoming more important to companies looking to move operations to other countries. Or, as she puts it, to "off-source." Also, she says English skills often provide a competitive edge for business students when they seek jobs. Fighting in the Ukrainian city of Bakhmut has “escalated,” with another push by Russian forces to break through Ukrainian defense lines that have largely held firm for the past six months, Ukraine's Deputy Defense Minister said Friday. Russian forces have made progress in the front-line hot spot of Bakhmut, a key target of Moscow’s monthslong campaign in eastern Ukraine that has resulted in staggering casualties, but their assault will be difficult to sustain without further harsh losses, British military officials said in an assessment Saturday. The U.K. defense ministry said in the latest of its regular Twitter updates that units from the Kremlin-controlled paramilitary Wagner Group have captured most of eastern Bakhmut, with a river flowing through the city center now marking the front line. President of Ukraine Volodymyr Zelenskyy says to U.S. lawmakers that Ukraine “will never surrender” during a joint session of Congress in Washington. President Joe Biden has welcomed Ukrainian President Volodymyr Zelenskyy to the White House on his first known visit outside of Ukraine since Russia launched its invasion of the country in February. Biden and Zelenskyy, who arrived earlier Wednesday, are to hold talks at the White House before the Ukrainian leader addresses a joint meeting of Congress in the evening. A senior administration official told reporters the talks between the two leaders would include “an in-depth strategic discussion on the way ahead on the battlefield,” what equipment and training the U.S. and other allies could provide, as well as economic, energy and humanitarian aid. “President Biden will have the opportunity to reinforce that this support is not just about what we have done before, but what we will do today and what we will continue to do for as long as it takes,” the official said. Russian State TV showed Chinese President Xi Jinping departing Moscow on Wednesday, after holding talks with Russian President Vladimir Putin. Xi wrapped up a three-day visit, a day after Japanese Prime Minister Fumio Kishida left the Ukrainian capital. Kishida made a surprise visit Tuesday to Kyiv, stealing some of the attention from Xi’s trip to Moscow where he promoted Beijing’s peace proposal for Ukraine, which Western nations have dismissed. Xi’s visit gave a strong political boost to Putin just days after the International Criminal Court issued an arrest warrant for the Russian leader on charges of involvement in the abductions of thousands of children from Ukraine. After the talks, Putin and Xi issued joint declarations pledging to further bolster their “strategic cooperation,” develop cooperation in energy, high-tech industries and other spheres and expand the use of their currencies in mutual trade to reduce dependence on the West.
